El equipo de trabajo (Equipo Evaluador) estará integrado por al menos 3 personas expertas (una jefatura y dos personas evaluadores expertas).

2.1 PRODUCTO 1: Plan de trabajo, metodología y técnicas: Para el abordaje completo de la evaluación requerida al Modelo de Gestión del proyecto de mujeres. Este plan constituye el documento que describe, planifica y operacionaliza en su conjunto, el desarrollo del proceso de evaluación; es decir es la “hoja de ruta” sobre la cual el Equipo Evaluador deberá guiarse para alcanzar los productos de la evaluación. Este documento debe contener al menos los siguientes elementos:

Diseño metodológico:

2.1.1 Descripción del objeto de evaluación.

2.1..2 Objetivos, criterios y preguntas de evaluación con la estrategia para su cumplimiento.

2.1.3 Diseño metodológico para el abordaje de cada uno de los objetivos de la evaluación.

2.1.4 Mapeo de actores por cada objetivo.

2.1.5 Matriz de evaluación definitiva (relación entre criterios, preguntas, técnicas, instrumentos, fuentes).

2.1.6 Descripción de técnicas e instrumentos con base en la matriz de evaluación.

2.1.7 Aspectos para la recolección y análisis de datos: unidades de estudio, muestra, recursos, entre otros.

2.1.8 Estrategia de sistematización y análisis de información. Cronograma detallado:

2.1.9 Según etapas de la evaluación.

2.1.10 Actividades.

2.1.11 Responsables y dedicación temporal.

2.1.12 Plazos.

2.1.13 Fecha de entrega de productos intermedios y finales.

2.1.14 Requerimientos específicos de información.

2.1.15 Considerar en el cronograma, al menos 10 días hábiles para la recepción de observaciones y retroalimentación, emitida respecto de los productos que se entreguen y, con respecto también a la revisión de instrumentos previo al trabajo de campo, si fuere necesario.
Este plan de trabajo y diseño completo debe presentarse al Equipo Técnico de Gestión una (1) semana después de iniciada la contratación.

2.2 PRODUCTO 2: Informe inicial: Teoría de la intervención, descripción y valoración del Modelo de Gestión actual del proyecto de mujeres.

Se refiere al primer informe que resume el proceso y la lógica de la intervención que lleva a cabo el proyecto de mujeres, enfatizando en el análisis del diseño original del fondo y, todas las reformas sucesivas a su reglamentación y procedimientos (análisis de documentos iniciales del fondo como: actas, reglamentos, diseños, etc.). Para lo anterior, deberá considerar la “Guía de la Teoría de la Intervención, Orientaciones metodológicas para la evaluación” de MIDEPLAN (2017) (www.mideplan.go.cr). Lo anterior para determinar el grado o nivel de evaluabilidad diagnosticado en el caso del proyecto de mujeres, en primera instancia. Y, luego, es fundamental valorar la pertinencia del modelo gestión en relación con las necesidades de las mujeres y si este modo de gestionar el fondo ha sido eficiente y transparente. Este ejercicio contempla un análisis jurídico de los reglamentos del fondo y, una revisión de todos sus procedimientos y variaciones asociadas en el tiempo. (Evaluación de gabinete o buró).

2.3 PRODUCTO 3: Informe de evaluación de la eficacia del proyecto de mujeres y su contribución a su autonomía económica (hallazgos y conclusiones específicas)

Una vez finalizada las fases de estudio documentales necesarias para esta etapa, y finalizado también el trabajo de campo, el equipo evaluador deberá entregar este informe conteniendo los hallazgos y su valoración sobre la eficacia del proyecto de mujeres para atender las demandas financieras de los proyectos presentados a concurso, así como su contribución a la autonomía económica de las ganadoras. Este informe debe incluir al menos, los siguientes elementos:

 Antecedentes
 Alcance y objetivos de la evaluación;
 Descripción del objeto de evaluación
 Ficha metodológica que incluye el cuadro de preguntas definitivas;
 Los hallazgos de la evaluación y, las valoraciones del equipo evaluador según el criterio evaluativo solicitado y, en forma de conclusiones específicas en cada caso.

Este informe será validado por el Equipo Técnico de Gestión y será la base para la preparación del Informe Final de Evaluación.


2.4 PRODUCTO 4: Presentación y taller para la discusión de hallazgos y resultados

Con el apoyo de la contraparte, el equipo evaluador contratado organizará y convocará al menos un taller para la presentación y discusión de resultados y hallazgos de la evaluación del proyecto de mujeres con la participación de diversos actores involucrados (Equipos técnicos y administrativos involucrados, Dirección Estratégica, Dirección Administrativa y Despacho de la Ministra de la Condición de la Mujer, representantes de organizaciones de mujeres y /o Foro de Mujeres), dos semanas después de entregado el Informe 2 sobre Principales Hallazgos de la evaluación (producto 3 anterior).

2.5 PRODUCTO 5: Informe Final de la evaluación y recomendaciones para el uso de sus resultados:

Se trata del Informe final que condensa la evaluación formativa del proyecto de mujeres, centrada en la valoración de su funcionamiento (modo de gestión) y, por lo tanto, de sus ventajas y desventajas y, en los resultados obtenidos hasta ahora, las recomendaciones y propuestas de mejora y su uso.

Este informe final de evaluación deberá entregarse a más tardar una semana después de ejecutado el taller de discusión de resultados y su estructura deberá cumplir con la establecida para la entrega del informe preliminar, a lo que se adicionará un conjunto de recomendaciones precisas y una propuesta de plan de aplicación de estas recomendaciones .

Este documento deberá incorporar las observaciones y recomendaciones emitidas por el Equipo Gestor y avaladas por todas las partes, para su recibo a satisfacción.

Además, en este informe final, se deberá presentar una propuesta de mejora al Modelo de Gestión del proyecto de mujeres, para que pueda implementarse en el corto plazo. Esto incluye:

• Caracterizar, sistematizar y analizar las estructuras de ejecución y seguimiento del fondo. Así como las relaciones y coordinaciones entre los departamentos técnicos y entre los técnicos y administrativos involucrados en cada proceso de puesta en operación del proyecto de mujeres.

• Caracterizar, sistematizar y analizar si las articulaciones, coordinaciones o simples acciones institucionales individuales han logrado ponerse en práctica en las regiones programáticas del país que son seis de acuerdo con la clasificación de MIDEPLAN y, donde se expresan mejores buenas prácticas (con potencial para replicarse).

• Identificar claramente los cambios que deben implementarse para mejorar y actualizar el modelo de gestión del proyecto de mujeres, incluyendo los cambios, si fueran necesarios, a su reglamentación.

El informe final tendrá una sección titulada Resumen Ejecutivo. Sobre el mismo se espera que sea un documento “desprendible” del informe final no mayor de 7 páginas, es decir, un informe por sí mismo que pueda circularse a un nivel estratégico; y que contenga de manera resumida los aspectos centrales del informe final (objeto de evaluación, metodología, respuestas a las preguntas de evaluación, principales conclusiones y recomendaciones), por lo que es necesario que presente un nivel alto de síntesis que permita una sinopsis de aspectos estratégicos, principales recomendaciones y el uso efectivo de herramientas visuales.

En el respeto del principio de la independencia del equipo evaluador, éste solo será obligado a modificar el informe donde se demuestre que hay errores u omisiones en la descripción y análisis de los hallazgos, que pudieran implicar cambios en las conclusiones y recomendaciones.

(https://documentos.mideplan.go.cr/share/s/I4gDmfbZSRy_Ze0nsMW9sA), así como un esquema o tabla resumen del trabajo de campo (técnica de recopilación de información, actores a los que se aplicó, muestra propuesta, muestra efectiva, comentarios, entre otros), que servirá para verificar el cumplimiento de la fase anterior.

Asimismo, el equipo evaluador deberá hacer los cambios que corresponda cuando el grupo de referencia (equipo gestor y/o equipo decisor) encuentre que haya hallazgos que no se fundamentan de manera suficiente en la evidencia recopilada.

2.6 PRODUCTO 6: Presentación (PPT) con los resultados finales de la evaluación del proyecto de mujeres:

Esta presentación en formato ppt. debe permitir a las entidades gestoras dar cuenta de los principales resultados de la evaluación en forma posterior al cierre del estudio y para diferentes audiencias. Por ello, debe estar diseñada para permitir una adecuada comprensión y comunicación de los hallazgos.

El equipo evaluador debe realizar tres presentaciones de los resultados de la evaluación, en las fechas definidas por el Equipo Técnico de Gestión, sin excepción alguna.

Los actores a los que se deben presentar los resultados de la evaluación son:
 Jerarquías institucionales
 Jefaturas y profesionales ejecutores (personal público en el nivel técnico)
 Grupo de mujeres organizadas (Foro de las mujeres)


Profesional con título universitario con nivel mínimo de licenciatura en ciencias económicas o sociales.
Experiencia demostrable mediante en la ejecución de evaluación de proyectos y programas: al menos haber ejecutado 2 evaluaciones en los últimos 7 años.

Experiencia demostrable de al menos una de las personas evaluadoras en la aplicación de la perspectiva de género asociada a proyectos productivos o, de la perspectiva de género asociada a proyectos de la economía social, hacer constar su participación con 2 evaluaciones, donde haya implementado el tema, en los últimos 7 años.
